While investigating the murder of prison officer Charlie Tyner, Brooks and Devlin discover he had been abusing his position and convicts in his charge. A suspect is brought to trial, but Steel and Phillips go in pursuit of a career criminal connected to Tyner and have to persuade their key witness to give evidence against a man she claims to love.
