Richard Bilton reports on the rise in vets' bills over the past five years, and talking to cat and dog owners who faced a dilemma when they struggled to fund the treatment for their pets. A recent report has recommended changes to the market which has become increasingly dominated by large corporate chains. The programme examines the proposed changes, and asks if they go far enough
