Tadej Pogacar of Slovenia won this race for the second year running 12 months ago in Rwanda, with Remco Evenepoel of Belgium adding silver in this discipline to his time-trial gold, and Ireland's Ben Healy taking third place, but Pogacar misses out this time around after crashing out of the Vuelta a Espana
