The notorious Tri-State Sniper appears to have claimed another victim when a petty officer is shot dead in a crowded park. However, when the team discovers the killer in question was already in custody on the day of the shooting, it becomes clear a copy-cat is on the loose. As their investigation progresses, the agents learn the victim was recently found guilty of placing a camera in the female changing rooms of the USS Camden, earning himself plenty of enemies - but did any of them hate him enough to kill?
