John O'Neal and Ali Soufan demand that the FBI have control over the case, since they have compelling evidence that Al-Qaeda is behind the bombings in Kenya and Tanzania. Robert Chesney and a group of other agents travel to the site of the explosion in Nairobi, where they interview victims at a hospital and learn the identity of a potential suspect. Meanwhile, as the CIA starts working on a retaliation plan, O'Neill's faith in agent Soufan results in him being sent to another potential flashpoint - London.
