The documentary follows the Toms as they try to resurrect the last boat built in Looe and invest in the future of the town's fishing fleet, with three generations throwing themselves into the fray. The Toms' journey to get the boat back out and fishing takes them through the challenges of Britain's quota system, in which just five families own nearly a third of the country's entire fish quota
