Adrian Perkins, the mayor of Shreveport, Louisiana, is in charge of 3,000 employees serving its 200,000 residents. Louisiana's third largest city has fallen on hard times with crime and unemployment on the rise. Mayor Perkins wants to change the fortunes of his home town and he thinks going undercover will help. As his alter ego Wayne Oliver, an unemployed steel worker looking for a new career, he works alongside a firefighter, a police officer and a parks maintenance worker to see what life is like working for the city, and gets the chance to meet his community without them knowing that they're talking to the mayor
